Karen McPartland is the President and CEO of TSAC Engineering. She is responsible for the operation and management of the firm.  Prior to founding TSAC, Karen was an independent contractor working with many large civil engineering firms, such as Kennedy/Jenks, PBS&J, Rick Engineering Company, NV5, and Infrastructure Engineering Company on major public works projects in San Diego County. Karen has over 30 years of experience in civil engineering design and project management for both public works projects and private development.

STEVE MCPARTLAND

 

Senior Vice President

Steve McPartland is the Senior Vice President and Principal Engineer at TSAC Engineering. He is both a Registered Civil Engineer (RCE 35109) and a Professional Land Surveyor (LS 5310).  With over 30 years of experience in land development, he is an expert in project implementation and design from the entitlement stage to construction. Prior to co-founding TSAC, Steve was an Associate Principal at Rick Engineering where he managed several design teams, as well as the Construction Management Section.

JEFF SAFFORD

 

Vice President of Land Surveying

​​Jeff Safford is Vice President of Land Surveying for TSAC Engineering.  He is both a Professional Land Surveyor (#6703) and a Certified Federal Land Surveyor (#1126). With over 35 years of experience, he is an expert in all areas of land surveying and mapping. He has extensive experience preparing subdivision maps, parcel maps, records of surveys, boundary adjustments and ALTA surveys.  Other areas of expertise include right-of-way acquisition exhibits and legal descriptions, public agency facility easement retracements, renewable energy land entitlement surveys, Indian Reservation boundary surveys, aerial control surveys, and control networks.  Jeff’s extensive experience with as-needed survey services for public agencies is integral to the business of TSAC. His range of project locations has extended into Oregon and the counties of Inyo, Kern, San Bernardino, Riverside, Los Angeles, Imperial and San Diego.

DALE SHRUM

 

Project Management

​​Dale Shrum is a Program Manager at TSAC with over 25 years of engineering, construction and project management experience. Dale currently serves as the Prime Supplier’s Lead Project Manager in support of SDG&E’s Civil/Structural and Substation Engineering Groups, managing seventeen consulting firms for project delivery throughout San Diego County.  He brings a diverse range of engineering management skills including the development and implementation of a technical services group, engineering feasibility studies, fiscal planning, engineering and construction administration, critical path method (CPM) scheduling, cost controls, dispute resolution, facility and infrastructure operations & management administration.
